Organizational Context and Scope: Working under the overall supervision of the Programme Coordinator (WASH) and the direct supervision of the Project Officer- (WASH), the Irrigation and Water Distribution Specialist (WASH) will support the implementation of IOM’s humanitarian assistance directly in the field. Core Functions / Responsibilities: Technical Oversight & Planning: Assess and align canal pathways with the Marib Dam irrigation plan. Review hydrological and geophysical data to support dam operations. Ensure designs conform to the existing irrigation network. Community Engagement & Conflict Resolution: Coordinate with tribal leaders and landowners to secure agreements. Mediate disputes over water allocation to ensure equitable distribution. Address complaints from farmers and landowners during project phases. Capacity Building & Training: Train farmers on optimal irrigation practices for different crops. Educate communities on efficient water management and scheduling. Reporting & Supervision: Prepare and submit technical reports on dam operations. Review field supervision reports on water distribution. Support the IOM WASH team in consultations and implementation. Operational Support: Assist in determining the timing for opening/closing the dam’s main gate. Contribute to annual maintenance and budgeting for irrigation canals. Required Qualifications and Experience Education: University Degree/Certificate or bachelor’s degree in a profession related to WASH. Experience: Minimum two years of relevant experience in irrigation systems, dam operations, or water distribution. Pollution Control in Lakes and Dams. Dam Design and Water Structures. Design of Water Ponds and Reservoirs. Canal and Gate Maintenance. Skills: Strong negotiation skills with tribal communities. Experience in hydrological data analysis, conflict resolution, and training farmers on irrigation practices. Computer Skills: MS Word, Excel, Access, PowerPoint, Internet. LANGUAGES For this position, fluency in Arabic, is required (oral and written). DESIRABLE Working Knowledge of English. Organizational Context and Scope: Under the direct supervision of the Programme Officer (Peace and Recovery), the Programme Assistant will contribute substantively to the rigorous planning, coordination, implementation, and reporting of all project activities of the Peace and Recovery Unit, in line with the relevant project documents and donor agreements, and in accordance with IOM’s standards and best practices. Core Functions / Responsibilities: Support the Programme Officer in the planning, implementation, and monitoring of all activities that fall within the purview of the Peace and Recovery Unit. Contribute to the development of detailed project implementation plans for all major project components, indicating key actions, milestones, and deadlines to ensure that project goals and targets are achieved according to donor specifications. Support the Implementing Partners by providing guidance and capacity-building to meet IOM and donor standards, including, but not limited to creating detailed workplans, writing progress reports (narrative and financial), and follow up regularly on activity progress. Support the Programme Officer by thoroughly reviewing documents, contracts, and reports, including those that come from Implementing Partners, ensuring high quality final outputs. Support the field staff on the PRU Team to regularly engage with local stakeholders to maintain strong relationships through various means such as consultation meetings and workshops. In coordination with the Programme Officer, support the organisation and implementation of project activities such as, but not limited to, conducting site assessments, baseline studies, market assessments, and Cash for Work (CfW), as part of all ongoing and upcoming Peace and Recovery Unit project interventions. Directly undertake and support coordination of frequent monitoring activities in the field, in coordination with the Programme Officer, ensuring compliance with IOM guidelines and donor agreements. Support and monitor the identification, verification, and registration of beneficiaries in target project locations based on relevant guidelines, ensuring that selection targets the most vulnerable populations through thorough checking of alignment with the criteria. In coordination with the Programme Officer, conduct conflict sensitivity analysis in target locations for existing and potential Peace and Recovery interventions to inform programming. Substantively contribute to carrying out needs assessments to identify gaps in assistance for vulnerable populations, and opportunities for future project interventions. Ensure that data collection is accurate through thorough reviews and data cleaning; data analysis should be comprehensive and coherent. Promptly follow up with the Resource Management Unit and Procurement and Logistics Unit on any finance or procurement related matters as assigned by the Programme Officer. Regularly share field reports with the Programme Officer and Field Coordinator documenting project progress and highlighting any challenges, as well as identifying any changing needs or key contextual information in target communities. Support the Programme Officer by providing substantial inputs to, or drafting high-quality, regular project progress updates as part of internal IOM updates and official donor reports. Ensure that all project-related information is properly filed in an organised manner on the SharePoint. Carry out any other administrative and programme-related tasks as assigned. Required Qualifications and Experience Education: University Degree/Certificate or Bachelor’s Degree in a relevant field, such as International Relations, Conflict Studies, Engineering, WASH, etc. A Master’s Degree is preferred. Experience: Minimum Six Years Experience (Four for Bachelor’s Degree holders) in the humanitarian and/or development sector, working on technical projects with Implementing Partners. Experience working on Peace and Recovery interventions, including Cash for Work (CfW) and community asset rehabilitation, livelihoods and economic empowerment, education, peacebuilding, social cohesion, conflict resolution, and gender equality and women’s empowerment. Skills: Excellent drafting skills in English, including abilities to translate from Arabic to English and vice-versa is essential. Excellent knowledge of Microsoft applications, such as Word, Excel, PowerPoint, Teams, etc. is essential. Excellent verbal and written communication are a requirement within the team, but also for working with stakeholders and other relevant parties. Ability to work independently with minimal supervision, consistently delivering high-quality work, is essential. Strong Community Mobilisation skills with knowledge of the local area are required. Ability to design and deliver activities that meet the needs of target populations is required. Ability to come up with innovative solutions to difficult problems is required. Experience in monitoring, evaluation, and reporting is required. Prior experience in working within the UN system or with other international organizations is an asset.
