Position: SEAL Education Technical Manager (Yemeni Candidates Only) 

Location: Aden Head Office 

Contract Length: Fixed Term

ROLE PURPOSE:

The SEAL Education Technical Manager will provide technical leadership and oversight for all education-related activities within the Sustaining Education and Learning (SEAL) project in Yemen, working closely with the SCI Yemen Education Technical Advisor to ensure alignment with SCI technical standards, MoE priorities, and donor requirements.

The role leads technical quality assurance for Sub-component 1.2 (students: learning materials, ASER, reading, remedial) and Sub-component 1.3 (teachers/principals/supervisors: training, coaching, SIPs and supervision systems), ensuring delivery against the SEAL results framework and implementation KPIs.

This role is critical in ensuring the technical quality, relevance, and effectiveness of interventions aimed at strengthening basic education and learning in targeted schools. The manager will work closely with various departments of the Ministry of Education (MoE) at central, governorate, and district levels, as well as with other SEAL implementing partners like UNICEF, to facilitate the successful implementation of project components, particularly those related to supporting students, teachers, and schools. 

 

KEY AREAS OF ACCOUNTABILITY:

Program Implementation:

  • Provide technical guidance and support for the effective implementation of SEAL project activities, ensuring adherence to technical standards, project plans, and donor guidelines (World Bank, GPE).
  • Lead the development and review of technical guidelines and operational manuals for project components related to supporting students, teachers, and schools, and are aligned with MoE policies.
  • Oversee the technical aspects of learning materials, training manuals, and activities implementation. 
  • Guide the technical implementation of the ASER assessment, focusing on the development and deployment of digital tools for data collection, and ensuring data quality and utilization for evidence-based decision-making.
  • Ensure that all technical interventions are responsive to the needs of targeted school, with a particular focus on remedial and reading programs.

Technical Coordination and MoE Engagement:

  • Act as the primary technical liaison between the SEAL project and various MoE departments at central, governorate (GEO), and district (DEO) levels, fostering collaborative relationships.
  • Facilitate technical discussions and workshops with MoE officials to ensure project activities are integrated into national education strategies and build sustainable local capacity.
  • Lead the technical training and capacity building initiatives for MoE staff, school supervisors, principals and teachers, on aspects such as training materials, data collection, and utilization.
  • Coordinate closely with UNICEF technical teams to ensure harmonized approaches and leverage expertise in education programming.
  • Escalate strategic issues and formal representation with the World Bank and senior counterparts to the Project Director, as required.

Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Contribute to the development of MEAL frameworks and tools, ensuring that technical indicators for education activities are robust and measurable.
  • Ensure technical standards for data quality, including supervision digital tools, validation checks, and use of dashboards/learning profiles for adaptive management.
  • Support the MEAL team in monitoring the technical quality and impact of education interventions, identifying challenges, and proposing adaptive solutions.
  • Ensure that lessons learned from technical implementation are documented and shared to inform ongoing project adjustments and future programming.

Safeguarding:

  • Ensure that all education technical activities are designed and implemented in compliance with Save the Children's safeguarding policies and the World Bank's Environmental & Social Safeguarding (ESS) standards, particularly regarding child protection in school environments.

Technically supervise and mentor project staff, providing clear objectives, performance feedback, and opportunities for professional development.

QUALIFICATIONS, EXPERIENCE AND SKILLS:

Education:

  • At Least a master’s degree in education, or a related field, or equivalent professional experience.

Experience:

  • Minimum of 7 years of demonstrable professional experience in implementing education programs, with at least 3 years in a technical leadership or advisory role, preferably in emergency or fragile contexts.
  • Proven experience in working with Ministries of Education or similar government bodies, with a strong understanding of education sector planning and policy engagement.
  • Demonstrated experience in designing and implementing technical interventions related to project 3 main components for supporting Students, Teachers, and Schools. 
  • Familiarity with World Bank implementation guidelines and safeguarding standards is highly desirable.
  • Experience in the Yemen context or similar humanitarian settings is a significant advantage.

Skills:

  • Excellent technical writing and communication skills, with the ability to translate complex technical information into clear guidance for diverse audiences.
  • Strong analytical and problem-solving skills, with the ability to assess technical challenges and develop practical solutions.
  • Proven ability to build and maintain effective working relationships with government officials, international organizations, and local communities.
  • Fluency in oral and written English is required; proficiency in Arabic is highly desirable.

Ability to work effectively in a complex, fast-paced, and culturally sensitive environment.
