About the Job: Overall Under the supervision of the Protection Manager (Country Office) and in coordination with Aden Sub-National Protection Cluster (SNPC) and the National Protection Cluster (NPC), the West Coast (WC) – Taiz Protection Working Group (PWG) Co-Coordinator will be responsible for the overall implementation of the cluster coordination role covering Hodeidah and Taiz governorates (IRG-controlled areas). S/he will be responsible to improve the effectiveness of the humanitarian response of the Protection Cluster in accordance with the Protection Cluster Terms of References and the IASC guidelines on Cluster Coordination to meet high standards of transparency, predictability, and accountability to affected communities. The WC-Taiz PWG Co-Coordinator reports to DRC Country Protection Manager, but s/he is also accountable to the National Protection Cluster and shall ensure regular but not less than quarterly check-ins with the National coordination team, in addition to ongoing coordination with the Aden SNPC. Responsibilities: Strategic Direction and Coordination Promote, together with Aden SNPC and the NPC, the centrality of protection in the overall humanitarian response throughout the Humanitarian Programme Cycle, including through a timely and comprehensive protection analysis and recommendations for action. Guide the development of a WC-Taiz protection strategy in a consultative process with PWG members and external partners, and ensure it is line with the National Protection Cluster’s strategy. Ensure that the West Coast and Taiz actors’ protection response is driven by the Protection strategy, which is informed by protection considerations and humanitarian principles. Develop mechanisms to eliminate duplication of service delivery by ensuring that partners are contributing to Service Mapping as well as 4W. Ensure monitoring and reporting on activities, needs, and performance against the Protection Cluster strategy and agreed results. Convene and facilitate PWG meetings in line with the Principles of Partnership, ensuring that meetings are consultative and results-oriented, with a particular focus on elevating the voices and priorities of the INGOs and NNGO cluster partners. Proactively represent the PWG and the interests of NGOs within cluster coordination and in forums such as the Regional Coordination Teams (RCTs), ensuring consultation with the National Protection Cluster and PWG members on key messages and adherence to humanitarian principles of impartiality, independence, neutrality and humanity. Actively participate in inter-cluster missions led by the OCHA and contribute protection inputs to the mission reports. Needs Assessment and Resources Mobilization Lead and coordinate protection needs assessments, including participatory assessments of all affected populations within the Sub-Hub or at the inter-cluster level. In coordination with Aden SNPC and the NPC, ensure that the PWG identifies, responds to and where necessary advocates for funding to cover all identified protection needs of the affected populations/areas. Develop analysis on context-specific Cluster priorities, activities and approaches based on the displacement environment, operating environment and the identified needs, including through partner consultation (with a particular focus on NGOs). Ensure evidence-based collaborative planning through an analysis of the protection needs of the affected population. Provide timely information as available and appropriate to the NPC and PWG members, and advocate for support for under-resourced protection intervention initiatives, particularly for local NGOs and Community Based Organizations. Capacity Development Coordinate and contribute to initiatives, including the delivery of protection training activities, to build the capacity of the PWG members, local stakeholders, and closely coordinate with Aden SNPC and the National Protection Cluster. Ensure capacity building in preparedness and contingency planning with advice as needed from Aden SNPC and the NPC. Standard Setting and Implementation Facilitate protection mainstreaming in the work of other clusters as well as within the PWG. Coordinate the integration of cross-cutting issues in the work of the PWG. Ensure that the activities of PWG adhere to inter-agency guidelines on age, gender and diversity. Provide input to National Protection cluster on policies and standards being developed. Information Management and Reporting Facilitate reporting and information sharing within the Sub-Hub and at the inter-cluster level. Work with the NPC Information Management focal point to produce and discuss with PWG members protection dashboards. Oversee the production of analytical protection reports, regular updates and briefings on the protection concerns of the affected populations, partners’ response activities, challenges and recommendations to be discussed with PWG members, the National Protection Cluster, West Coast RCT and other relevant stakeholders. Ensure the collection, analysis and use of sex and age disaggregated data, and that reporting captures gender, age, and diversity dimensions. Work with the NPC information management officer to ensure that information products (gaps analysis, SitReps, dashboards, profiles, maps) reflect the protection issues at the West Coast – Taiz Sub-Hub level. Maintain and regularly update the protection services map to ensure that partners have access to current information regarding the protection services available in the West Coast – Taiz Sub-Hub, in close coordination with the NPC. Advocacy and Promotion Identify core advocacy concerns for the PWG through a consultative process, ensuring that NGO voices are reflected in cluster messaging and strategy. Advocate on behalf of affected populations and Protection partners with a view to enforcing protection priorities at the inter-cluster level. Provide guidance and capacity building to PWG partners to ensure adherence to international human rights and humanitarian law principles and instruments, including the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments. Support coordinated interventions when violations of international protection standards and principles occur, in cooperation with RCT members. Authority Jointly co-chair PWG meetings in the West Coast – Taiz Sub-Hub with the national NGO Co-Coordinator and represent the PWG in external meetings. Secure minimum commitments on participation in activities from PWG members. Ensure the Principles of Partnership are fully respected in managing PWG coordination mechanisms. Accountability Coordinate with PWG members to support timely and effective responses that address the identified protection needs of affected populations. Facilitate regular consultations with affected populations and establish feedback mechanisms to promote accountability among PWG members. International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance This project aims to strengthen childhood immunization in Yemen, with a key focus on improving polio vaccination coverage through enhanced community awareness, social and behavioral change communication (SBCC), and active contact tracing. Given Yemen’s fragile health system and low routine immunization rates, the project targets high-risk and underserved communities where misinformation, vaccine hesitancy, and access barriers persist. Community health volunteers (CHVs) and outreach teams will be trained to deliver targeted SBCC interventions using culturally appropriate tools to build trust, dispel myths, and encourage timely vaccination. The project will also strengthen real-time contact tracing for missed children and suspected polio cases, linking them to nearby health facilities or mobile outreach units. Local leaders and influencers will be engaged to promote community acceptance and sustained behavior change. The combined strategy will close immunization gaps, improve community trust in vaccines, and contribute to preventing polio resurgence and other vaccine-preventable diseases in Yemen.
The conflict in Yemen has brought the economy to a near collapse and made Yemen one of the poorest and most food insecure countries in the world. The high level of food poverty is of particular concern. The conflict has destroyed livelihoods and with that, the ability to purchase food. It has also caused major disruptions in the food supply chain and increases in the price of imported foods, which Yemen is heavily reliant on, resulting in substantial increases in food prices. Hunger, food insecurity and malnutrition are among the most pressing and overwhelming challenges faced by the country at present, at a scale that is not being fully met by national authorities and the international development and humanitarian communities. The high dependence on food imports, for most households combined with high food prices and significantly reduced income earning has resulted in low food access. Climate change is further exacerbating the existing challenges and negatively impacting all dimensions of food security. The COVID-19 continues its spread across the world and negatively impacting food supply chains and food trade and contributing to the sharp food price increases in Yemen as well. Fishery programme has two main projects in response to the protracted conflict and crisis, the first one is based on a partnership established between UNDP and the World Bank to implement the Project on Sustainable Fishery Development in Red Sea and Gulf of Aden (SFISH). This partnership aims to serve as a scalable platform that offers a combination of complementary short and medium-term instruments to build the resilience of Yemeni households to cope up with the different crises in Yemen. The SFISH project will support income generation and promote sustainable production and commercialization of fishery products to improve the food and nutrition security of Yemeni households, their ability to continue livelihoods in the fishery sector and improve their economic well-being and promote climate-smart practices to strengthen the resilience. It has two major technical components: 1) Strengthening regional collaboration in management of marine fisheries and aquaculture in the RSGA region. 2) Improving economic opportunities, food security and effective management of fishery production in Yemen. The second project is based on a partnership established between UNDP and the KfW to implement the Aden Fishery Harbour (AFH) Project with immediate objectives of the Fishery Harbour Rehabilitation and Value Chain Development in Aden project is to rehabilitate the fish harbour at Hajif, to restore the minimum requirements for re-launching operations, productivity and establishing effective management of the harbour. Furthermore, the project will contribute to employment creation, especially for youth and women and mobilize fish value chain actors whose livelihoods depend on sustainable fish production and processing but have been greatly affected by the conflict leading to distorted fish supply and value chain, to help them contribute to the food security and economic recovery in Yemen. The Programme Assistant will contribute to evidence-based programming by strengthening the accuracy, timeliness, and quality of MEAL processes. The incumbent will also play a key role in ensuring effective data collection, analysis, and dissemination, supporting robust internal and external reporting and information management aligned with donor, organizational, and coordination requirements. Core Functions / Responsibilities: 1.Collect, consolidate, and validate data from field offices and implementing partners, ensuring the accuracy and consistency of beneficiary figures, services delivered, and Means of Verification (MoVs). 2. Ensure regular and structured information flow across field teams, implementing partners, and programme leadership to maintain alignment and data integrity. 3. Monitor progress against project indicators and timelines; track performance metrics and assist with the development and regular updating of dashboards and tracking tools. 4. Conduct routine data analysis to identify trends, risks, and gaps; escalate concerns to the Programme Officer and propose data-driven improvements. 5. Support the development and rollout of MEAL tools and methodologies, ensuring their relevance to Protection programming and alignment with IOM MEAL standards. 6. Contribute to the implementation of MEAL activities, including data collection, assessments, and verification processes; conduct field monitoring visits to assess MEAL compliance and provide technical support to field teams. 7. Support the drafting of high-quality reports, situation updates, and data visualizations for internal stakeholders, donors, and coordination forums, ensuring clarity and relevance. 8. Maintain secure and organized record-keeping and data management systems, including SharePoint and other platforms, ensuring compliance with data protection and confidentiality standards. 9. Support general operations troubleshooting and problem-solving. 10. In coordination with the Programme Officer, facilitate trainings and capacity-building on reporting and MEAL procedures for Protection field teams, fostering a culture of accountability and learning. 11. Perform other related duties as assigned. Required Qualifications and Experience Education: University degree from an accredited academic institution preferably in administration, statistics, information management, international relations, or any other relevant field, with three years of relevant professional experience. Experience: Demonstrated experience in MEAL, data and information management, and reporting within humanitarian or protection-related programmes or related fields. Strong experience in project implementation and management and using data to support planning and decision-making. Proficient in Microsoft Office applications (particularly Excel) and other data analysis tools. Experience supporting field-based teams in complex humanitarian contexts is a strong asset. Prior experience working with the UN or international NGOs in Yemen or the region is advantageous. Skills: Strong analytical and problem-solving skills, with the ability to interpret complex data and present findings clearly. Excellent organizational and multitasking abilities with attention to detail. Proactive and flexible, able to work independently under pressure and meet tight deadlines. Ability to easily analyse data to identify trends, anticipate challenges, and strategize action. Client-oriented profile and ability to positively respond to feedback.
